The Response Model or Cost Matrix is a line feature class that contains information on how long it takes each station to travel to each street segment; the order of the stations arriving for each street segment and the reference fields from the FireView routines use the Cost Matrix in their analysis.
Response Models are essential in assisting fire and emergency response agencies in complying with NFPA 1710 standards. Response Models can contain the length of each street segment, elevation, speed as well as one-way and turn information. These elements all combine to help determine a single cost or time required to reach a specific location.
In some cases the cost will vary depending on the time of day or bridge closures. These changes can be remedied through the use of multiple Response Models which contain different data sets that may vary in terms of speed limits and one-way streets.
Having an accurate and up to date street network will greatly affect the overall effectiveness of any cost table in measuring emergency response.
